Precisely zero people. The closest was the military, which did have a mandate with no option to opt out and test instead (though medical and religious exemptions were available). However, no one forced them to get vaccinated. Some chose to simply leave the military and not get vaccinated. This is completely in-line with the military's vaccination policies prior to covid and should have not only not been a shock, but completely expected.
