People like you need 20+ years of government of the opposition to undetthat the government is a evil tool used against everything you care about.
Maybe at some point you will get it and stop asking for more government for anything you want to achieve, and rather look at how to reduce government disasters in what you want to improve.

For starters, this hasn't passed. But more fundamentally, in order to characterize something as a tip, I think you would have to concede that everyone understood at the time of billing that the amount that you are declaring as a tip did not have be paid.
