Some places in the USA banned unvaxxed 7y old to go and have an ice cream , and mandated masks to 2y old toddlers, abuse of minors and torture of minors is pretty scary.
Especially when predicated on fake, debunked pseudoscience, but it would be scary anyway even if the scientifical excuse was correct (which it wasn't).

However, no one forced them to get vaccinated. Some chose to simply leave the military and not get vaccinated. This is completely in-line with the military's vaccination policies prior to covid and should have not only not been a shock, but completely expected.
Sure if the threat of losing 60k of tuition or being banned to do your job doesn't come as forcing to you it's 0 people.
